Title: it exist any way to set conncurrency limit per IP sepparate?

what I mean
I have mail server in server only mode (is connected in POP) and I have 1 main office and several brunches
all users use thunderbird with IMAPS SMTPS settings
each brunch has 2-5 computers but the main one have around 100
all this offices has only one IP (NAT)
I want to make a setting for the main office with 200 ConcurrencyLimitPerIP and the rest to remain to default 20
I don't find any good answer to this issue
I think to increase the global limit is not quite OK

something like
config setprop imaps ConcurrencyLimitPERa.b.c.d 200

is my scenario far away from normal use?

after lot of researc I found that this can be done with ipsvd
but again lack of incormation about how to do it

I'll search more
If you have any clue please tell
