I am new to smeserver, and for two days have been unable to open the url https://smeserver1/server-manager/ using either firefox or internet explorer.
I get "The service is not available. Please try again later."
I can open the text-based server manager from the server console, but I want to run the server "headless".
Please help.

https://smeserverIP/server-manager/
or
https://yourdomain/server-manager
Can workstations ping the server eg
from a workstation DOS prompt do
ping serverIP

Neither suggestion worked.
When I try to ping the server (192.168.1.100) from a workstation (192.168.1.200), I get "Request timed out".
When I try to ping the workstation from the server, I get "Destination unreachable".

Sounds like you have basic network connectivity problems.
Is this a new install or was this working and suddenly stopped.
If it was working what changes did you make (anywhere) ?
Have you checked your network cables etc ?
Also try this, at a workstation DOS prompt do
ipconfig /all
and report back the details here.

Mary - thanks so much for your help. After a long night, and after getting rid of OpenDNS, everything is working.

I use openDNS here with SME and it works fine. If you do not wish to keep the openDNS service you are good to go.
If you do wish to continue using their service we can maybe help get it working.
openDNS should have no effect on the fact that you cannot ping your server IP or browse to server-manager using the IP of the server.
