I have looked through the forums, and google but can't find what I'm looking for. Is suphp part of the SME build? If not, can I install it without damaging anything on the server. The reason I need it is that I am having permission issues with my Joomla install.

What type of problems have you? Can you paste here the error?
I think it is not necessary to allow users to manage php.
FYI: The next time, post this type of questions under "Contribs" forum.

Its not that I get any errors, but rather that I can't install any modules without changing the directory permissions to 777. According to the Joomla forums, I should not need to change the permissions from what they are at present. Instead with suphp enabled it should work fine.

You can always avoid 777 (and should) if you have the group ownership correct.
