Title: System UTF8 support

I have experienced an issue with my setup where the installation is not properly supporting UTF8, I have found suggestions online that editing /etc/sysconfig/i18n directly would be the answer to this, which I am now doing on a test server to see if it will provide the desired result.

My real question is, is this the correct way to do this with SME or is there a tidier approach to editing this setting?

I am not so quick to presume that this is a bug, as my locale is also showing as en_US rather than en_US.utf8

Would you still suggest that this is a bug and not just a bad configuration by the server administrator?

Thanks Stefano, I have passed this info along to mdo and he will create a new bug report for this sometime today when he has time.
