Hi Ive installed the contrib bandwidthd...

I need assistance as to how to change some of the database configuration. Specifically how to set webaccess from private to public.
I'm unsure as to the command line to send to the server.

This is a really basic issue.
You have been here a long time & should have really learned the syntax & db command structure by now.
PLEASE immediately read the 2 excellent tutorials in the Howto section, under "D" alphabetical subsection.

Wow....you can't help yourself Janet...like you say according to what you think and assume people should be doing command lines every day.
Maybe you would think that our IT experience is very limited, then what's the point of forums. I am willing to learn and with the limited time n resources make the effort. Obviously not enough for you!
Your advise is taken, to learn and upskill, but it comes dripping with patronizing slime. Sometimes its better to just not help and keep your opinion to yourself.
Maybe there should be another forum for your
type....sarcastic and unhelpful

No need to abuse me with words, & be judgemental without knowing the full story.
FYI, I was about to provide you with the exact db command (in fact the answer was already typed into the forum screen), but Warren beat me to it. I had spent time reading the wiki article too, on your behalf.
As the question had been answered, I then decided to advise you "for your own benefit & good", re where you could find the information that would assist you to learn the correct syntax knowledge for using the db command in all situations, rather than continuing to guess for specific cases that arise.
...someday I too maybe able to help others in the same situation.
Reading those tutorials will go a long way to assisting you in that endeavour, but you will need to improve your manners & appreciation of peoples efforts, without jumping to conclusions.

Ber, you suscribed the forums before me, a loooong time ago (6 years.. :-) )
you should be aware that before asking you should search.. and I'm sure that something similar has been asked many, many times..
