Title: 8.1-- primary ibay not shown in server-manager

When I do a clean install of either the 32 or 64 bit iso's of 8.1 the primary i-bay is created in the file system but is not shown in the i-bay section of server-manager.  Furthermore, While server-manager allows me to  create the starter website I cannot access it from a browser.   I did a clean re-install of 8.1b3 (with which I had been playing) and there the i-bay  and web access are present and working as I expected.  Is the change by design and something I have missed?

Raise  a bug, this is NOT by design

Sorry for the delay.  I see that by the time I figured out how to raise a bug you and the team had a fix.  Great work and thanks.
