Title: Force Password Changes?

I am trying to figure out of there is a way to set a password policy to force users to change their passwords.  I found the "password" contrib. It says:

This contrib provides a panel in the server-manager to administer password's strength and aging.

I assume it does what it says but does it communicate to the user when the password will expire?

yes.. starting from N days before password expiration, server sends an email to the user

Thank you for the information! 

We use SME solely as a file server.  I have never used the email functions.  Is it possible to setup SME to send mail to a user's external email address?

yes.. you should read the manual/documentation :-)

when you create/edit a user, take a look at "email delivery" field

you should also take a look into "Email" web panel, setting up delivery according to your needs
