Title: how to make a directory part of a ibay so ftp can see and use files in the direc

i need some help. i want to make the directory /appl part of a ibay. i have tried going to /home/e-smith/files/ibays/Primary/files then running ln -s /appl .   
that creates a directory in /home/e-smith/files/ibays/Primary/files that i can see and change to BUT if i use ftp from another computer it does not see the directory /appl
can anyone give m some advice?
