I just want to confirm that the behavior I'm getting is "as expected" and not a sign of greater problems.
I'm in the processing of moving some workstations from one PDC to another. The old one is an 8.2 (started at 6.5 I believe), while the new one is a fresh 9.1 install. For a number of reasons I'm starting fresh and not just upgrading again. If anyone really wants to know why, just ask.
So far, so good, I've joined a number of clean installed Windows 10 clients to the 9.1 server. (I'll save the details such as reg files since this isn't meant to be a bug report). The only real anomaly I've had is that domain users of the old 8.2 PDC are able to change password using the built-in Windows option in ctr-alt-del, while the 9.1 PDC users cannot. They have to use the https://domain/user-password page.

This old bug report is all I've found on this (last updated 2014), which seems to indicate this functionality was abandoned for the time being. However I can't find any more discussion on the subject. I just need confirmation this is normal and I can proceed with the transition.

One last thing, attempts to change the password using this method on the 9.1 server returns a "The system cannot contact a domain controller to service the authentication request. Please try again later". The password is not changed. However using the webpage does work and the client has no issue logging in with the new password.

Thanks! That explains a lot. Strange though, I did a number of searches for that message and got nothing but a lot of generalized or unrelated answers.
