Title: .htaccess

Hi
I have a problem with .htaccess on a phpBB 3.1.9 forum on my server, every time i upload the .htaccess file to the server i get an error mesage who say you don't have permissions to forum/index.php

I was trying to turn mod_rewrite on but now i can't use .htaccess, how do i get back to normal?
