I have a project that needs python 2.7 or higher, and postgres 9.6 or higher (pg10 is preferred). We are going to spin up a vm just for this project. I was thinking about SME 9 or SME 10 with the necessary additions.
Are these versions of python and postgres available in the software collections?

I would suggest to simply install the repo : https://wiki.contribs.org/Scl
then do a yum search for the version you want. O simply browse http://mirror.centos.org/centos/6.9/sclo/x86_64/rh/ and http://mirror.centos.org/centos/6.9/sclo/x86_64/sclo/
