Please note the following warnings when updating PHP from SCL

WARNING : PHP 7.0 have reached its "End of Life" in December 2018.
Even, if this package includes some of the important security fix,
backported from 7.1,
The UPGRADE to a maintained version is very strongly RECOMMENDED.

January 2019. Even, if this package includes some of
the important security fix, backported from 7.1, the
UPGRADE to a maintained version is very strongly RECOMMENDED.

That means for SCL installed versions of PHP version 7.1 is the minimum supported version now.
The original installed PHP 5.3.x in SME 9 is supported for security purposes by RHEL until EOL RHEL 6/ CentOS 6 - currently November 30, 2020
