Title: SCL PHP versions

Please note the following warnings when updating PHP from SCL

  January 2019. Even, if this package includes some of
  the important security fix, backported from 7.1, the
  UPGRADE to a maintained version is very strongly RECOMMENDED.

That means for SCL installed versions of PHP version 7.1 is the minimum supported version now.

The original installed PHP 5.3.x in SME 9 is supported for security purposes by RHEL until EOL RHEL 6/ CentOS 6 - currently November 30, 2020
