The link to http://www.dungog.net/sme/howto/dialinserver.html seems
to be down. Does anybody have an archive of the doc and packages?

From memory you just download and install the following rpm's
http://comnetel.com/e-smith-dialin-0.3-1.noarch.rpm
http://comnetel.com/mgetty-1.1.25-5.i386.rpm
Then fire up the server-manager and you'll notice a dial-in panel.
