How can I set the pptp server to accept static ip adresses from vpn clients.

I think you have it backwards. It's a VPN Server so the connection has to be assigned an IP by the server. I have never seen a client assign an IP address to a network connection.

I have another question, is there a way that user1 allways use the same IP? the same with user2, 3, 4, 5, etc..,

it doesn't matter who log in first, if user1 log, assign 10.10.10.250, as user 2, 10.10.10.251, etc...
