I am trying to put a webcounter on my page but the server requires Java Run time Enviroment to be running can you tell me where I can download it and make it a service that starts on start up

This is covered in one of the HowTo's. Tomcat maybe?

If you need Java integrated with E-Smith you should Checkout YES Server available from http://youresale.com.  Java gets installed and configured right out of the box.
