Im creating a bulitin board using php. Most using php bulitin board use MySQL as a database to store all the info. MY QUESTION: Is the MySQL in Mitel the same as the MySQL on www.mysql.com, and what is the capabilites on the Mitel MySQL.

Well depends what version of e-smith Server you are using. As far as I know mitel uses the Redhat rpm's and not those of mysql.
You should be able to use it without any problems.... PHPBB, nuke etc all work...

It seems to be from what I have seen.
I would really recommend you download the e-smith installer for phpMyAdmin (for MySQL). I am unsure of the address for the installer but I am sure someone will have this.
