I believe this contrib will do what you need.

The author of this contrib, Stephen Noble is at:

Hi Craig!

I have installed this contrib.. and all that can be don vith this tool is that i can change the root dirrectory for any user, and nothing else are posible...
soo this tool can't sovel my problem....

a have tryed to chmod a file/bib throug a php script, and this is also not allowed, so there must be a setting in some of the conf.. files either to apache, php or the ftp modul... but where are the right place to seartch for this file... ?
