I built a new server using an AMD Thunderbird 1.3 cpu and am thinking of putting SME5.6 on it. I really need to have vpn in both directions work and it looks like U5 may have fixed things. When I type "arch" on this machine it replies "i686". Do I apply mppe patches for i686 or Athlon CPUs?

Common sense would suggest to use the athlon module

If your not sure then at command line type arch
that will tell you.

My experiments tells me that the athlon module probably for performance (if you can measure it) but the i686 module will actually load and run on an athlon. In some instance (not relating to the mppe module), I've had to resort to even i386 modules due to the lack of either an athlon or i686 module :).
