Title: No permission to use chmod on files

I am using leech ftp to transfer files to the server, and i have tried uploading and using a cgi script. The readme told me to upload in ascii which i have done, then chmod it to 755, but it says permission denied even for the admin user. Anyone know how to fix this?

I don't know the answer to this, but I know it's been discussed here quite a bit in the past.  Try searching here (some terms might be "ftp chmod", without the quotes), and be sure to select all dates.

I would have thought that you would need to be root to chmod your files

Nope; the owner of the file (or root) can chmod it--but not via FTP.
