I am now using E-smith 4.0 and can access the config files as root (thanks to those who replied to me on this issue). My problem now is that my ISP has a menu after login and password has been accepted.
The menu is
1. PPP
2. Exit
If my computer does not send the reply of 1 to the prompt of :>, the connection will drop out. I have modified the ppp files on another linux install of Redhat and the connection works, however, I cannot work out how to do the same with the E-smith installation.
Would someone be so kind as to let me know what files I need to change and how?
Also what is the best way to get E-smith to dial the ISP on demand only rather than automatically connecting even if no net access is required at that time?

If your ISP does not support PAP automatically (and very very few don't these days), then you need to modify the template for /etc/sysconfig/network-scripts/chat-ppp0. You will find instructions on using the template system at http://www.e-smith.org/custom/.

Diald-on-demand is the normal operating mode of the dialup link. Just configure it via the console.
