Topic: SME56U4 System Accounts

There are several system accounts that don't exist on my SME56U4 box.  The users nutups, rpm, and lock are three that I've found so far.  

How can I create these users accounts.
If I modify the file:
/home/e-smith/accounts  and then run:
/sbin/e-smith/signal-event post-restore
will it create the system accounts?

Any help is appreciated.
