I have modified the insole of general .procmailrc but I need to see if
some way exists of enabling / to disable all the users or multiple
users the filtrate without having to make it one to one in the panel

consider the procmail userpanel shareware and the following the pro version
it's designed to do just that by the same author,
and yes others did help in the userpanel
