e-smith provides unlimited technical support for subscription

If the ISP has provided you with a static IP, they should set that
up during PPP negotiation. Unfortunately, some don't.

It sounds like you will need to modify the ppp calling script to force
the local IP. If it works on your Debian box, you should compare the
PPP setup options.
