reverse arp proxy

Hi Guys,
Here is my scenario.

I have a apartment complex as a client and and we would like to keep things real simple.

the purpose of this is to provide the residents a forced browswer page so that when the management wants to hand out a message to the tennants she can do that easily. secondly to ease up on tech support calls.

is it possible to setup e-smith to do a reverse arp proxy if i am correct this is what i need to do. something like this has been done by http://www.atreuscorp.com but its a pricey system.

essentially as soon as a resident plugs his laptop or desktop in to the network and opens his browser he is forced to a portal from the complex. at this point he authenticates, with the e-smith box. we have the place wired for 10mb as we found two free pairs of wires in the property, and we have snmp based switches on the backend.

any help would be greatly appreciated on this i am willing to share my knowledge as i do broadband in hotels and apartment complexes.
