I cannot execute cbq.init

I am from Mexico
I cannot execute cbq.init in the smith server:

[root@server rc.d]# /etc/rc.d/cbq.init-v0.6.2 start
bash: /etc/rc.d/cbq.init-v0.6.2: Permission denied


could somebody help me?
