We want to setup a Internet use schedule...

It means:

from 8-11am no-one can access the Internet,
from 11:01 to 13:00 everybody can access only local newspapers sites
(a list I can provide of course)
... etc...

Is there plugin I can attach to Squid?

one way is to have two custom squid.conf files and rotate them via cron at the time changeover, it won't be easy
