It's possible to configure SME like a DNS server without using service-Link?

Yes, it is by default for your internal network.

I think we may need a little more information to answer your question properly.
SME does act as a DNS server to your internal lan by default.  
If you mean using published DNS records to have a www address pointed at your server, then you can use any type of dns company out there, I personally like EasyDNS, they handle all of my domains.  You do not HAVE to use service link to have DNS records pointed at your SME.  It is a feature of service link, so you don't have to pay a 3rd party to handle public dns records for you.
