i have a dhcp public ip address. i can use the webmail interface with no problem.
i have a laptop which runs outlook.
when i am in the office
i can recive mail no problem
but i cant send mail
i get a error.

i cant use the isp's as it need me to authencate.

i have installed
http://www.stickit.nu/pop-before-smtp/INSTALL.html

i can send a outlook test message.

what do i need do to get this to work

Where is the process breaking down?  I'm the author of the pop-before-smtp code.  Make sure you have the newest version, there were some issues with logrotate "breaking" the code, if you haven't updated recently be sure you do.

I'll be sure to help you out as best as I can.

the problem i am having is my isp at work BT Internet blocks smtp to other smtp relays eg smtp.ntlworld.com or smtp.uk2.net.

i just dont know a way round it. (dns smtp is not my strong point) servers and workstations are

You could always implement Secure SMTP and Secure POP3 using stunnel.  Search the Forum, I pasted the How-To a while back.  The pop-before-smtp code I created supports POP-SSL, IMAP, and POP3.
