Releasing DHCP IP on cable modem

Hi I am currently running e-smith 4.1 as a gateway and I am currently experiencing problems with the IP I received from my ISP, Charter/Earthlink. Currently I am on a 24.41.X.X and It seem to me that it doesn't route properly. My buddy/neighbor has the same service but they are on a 209.X.X.X network via DHCP. Whenever I try to release my IP address I keep on getting the same 24.41.X.X IP. How do I release my IP or expire it so I won't get the same IP? How can I tell the DHCP server not to give me the same IP? I already tried rebooting and releasing serveral times a day for days.

Call your ISP and pose the same question to them.

Your IP address range is routable and should'nt be causing a problem.

Robert thanks for the Info. It was very informative. The problem that I am having is wanted to know if there is a command in the CLI that would hard release and renew the IP. In Window's NT you would use the "c:/> ipconfig  /release,(renew)". I searched the file system and found dhcpcd manual and read through it but I could not find a command that would do that. Need help.
