Topic: Full access to external ftp sites

I'am trying to find out why my ftp access thur my client web brower is not allowing
move, delete, or upload to an external ftp site.
I can connect and download but thats it.

using thur Internet explorer
ftp://username:password@ftp ip address

What do I have to do to get full access to an external ftp site .
Can I do this my altering proftpd.conf  "How"

tried the ftp public setting under sme service panel and setting the "transparent proxy disabled" no full access.
