How can I set it up so that email from a specific sender, to any local recipient, instead gets diverted to the admin account?

It is rather tricky, but you would have to write an external program or script to process the CONDREDIRECT function the .qmail file for each user, so upon delivery, it would forward to the single account you defined.

There may be another way, but that's the first that comes to mind.

Sounds fairly straightforward, but do I have to define the same rule for every users mail account? can't i just set it in the default rules that apply to every user?

Nope, my research has found that there is not a global .qmail file, you must update it for each user.

It is mentioned in each users .qmail file, a warning not to modify the user qmail directly, but the template.  I looked at the template and got a bit scared.Can I safely add the condredirect stuff to a users.qmail file or is it going to get overwritten next time I add a new user or something?

you add a global procmail rule and apply it to all users
30seconds and its done
