If you mean the compilation stuff it here:

http://myezserver.com/downloads/mitel/contrib/dev-tools/

It contains all the stuff you need to compile source code on your server (not recomended on production/public servers). Maybe you need to compile Squid?

I have been to this site but not sure which rpm to download or what to do with it when i get it. I am new to e-smith but i am a fast learner. Just have to explain things clearly to me or i am not sure what you are talking about. All i want to do is limit the bandwidth in my network through my server.

anything that has to do with ./configure, make or make install requires the compiler stuff to a new (in wondows terms) .exe file can be created. I think this is needed for to extend or alter squids functionality.

Maybe it's a good thing to go through some basic linux things first, before starting to compile programms. I recommend the e-smith docs to start with.
