Release/version control for SME server?

I'm looking for an SME-hosted application that can provide a very easy-to-use interface for a version control and document release system.  

This is for managing release of engineering drawings, engineering worksheets and specifications, and documentation, and needs to be **fully accessible from a web browser** and **much simpler** to use than most full-bore version control systems designed for programmers.

It should be capable of handling "checked-out" files and managing the transition of files from "development" to "production" release status.

In some ways, this is just a bit like a merged groupware/[SCCS|CVS\RCS] tool.  I suppose I could hack up something in PHP or its ilk, but I'm betting this is an area already tackled by e-smith users already, and I'd rather not reinvent the wheel if I don't have to.  There don't seem to be many open source engineering release systems, though, unless I'm just looking in the wrong places...
