Limiting Bandwidth Usage

We have a problem in that we are using a dialup connection and when someone sends out a large email attachment it chokes up the connection for everyone else.  Is there a way of limiting the bandwidth for outgoing email connections?

under /etc/sysconfig/cbq there is an example file of how to control bandwidth by ip address change this or recreate it to suit yourself. Works okay until you get a heap of users it gets a bit lost when there is more then 50 -100 entries. Give me an email if you get stuck and i will help you out. Dont forget to stop and start cbq after you have created the files hope this helps. I know the feeling as my missus gets onto shareware sites and was hogging all the bandwidth too. So i had to fix it and it works fine

the only way is to upgrade your internet thru either DSL or any connection much higher,,,dialup handles only 56 kbps so why go to DSL
