SME comes with both PHP and MySQL installed by default.  PHP has to be turned on in ibays as a security precaution, but other than that, both are present and accounted for.

checkout gallery.sourceforge.net - The program there is nice and as long as you have PHP enabled it will work just like it should. Easy to configure and loads of options etc...
