How does one empty or clear log files?

Mail Logs, Httpd logs etc.

The log files are automatically rotated when they get to a certain size and a number of old logs are retained temporaily, so you don't need to empty them manually.
I haven't done it but I assume you could delete them at the command prompt if you really wanted to clear the logs completely.
see /var/log for the various logs

Would you just delete the file(s) or does it need to see the file even if it is empty?

You can delete them without any problem.

It's also possible to modify some files to decrease the number of "old logs" (dated or not).
