Good Morning,

I've got an issue here. I've got a SME box acting as a server-only domain controller with a static ip address of 10.5.11.0/255.255.252.0. I've put 10.0.0.0/255.0.0.0 into the local networks with the 10.5.11.254 as the router which is the gateway for the 10.5.11.0 address. I have Windows XP units that I've regwhacked as well as putting the hosts file on the workstation with the ip address for the domain server in it. I believe I have put the SME server as the primary DNS server but I can't say that with full confidence. Does anyone have any ideas here?

Your choice if IP addressing makes me dizzy.  I'm sure you have a reason...  Otherwise, I'd simplify the addressing if I was you.

I'm fairly certain the network addressing/subnet masks is the problem, but maybe I'm just confused.

What is the problem?  Windows boxes can't see the domain to join it?

Windows boxes won't see a domain controller in another subnet.  You can get past this by modifying the LMHOSTS file on the Windows box.  See the M$ support site for more details.
