e-mail problem:

I have just set up email in SME and I’m not unable receive emails from (Hotmail or Yahoo). I can
send and receive from the default email account without any problems

what do I need to check next?
How can I check incoming and outgoing mail settings?

I'm not sure what you mean by "active to recieve your mail via pop or smtp?"

My setting:

Server only Mode

Email:

E-mail retrieval mode: Standard (SMTP)

Forwarding address for administrative notices: none

E-mail to unknown users: Return to sender

POP and IMAP server access: Allow access only from local network

Enable/Disable Webmail: Enable (secure HTTPS access only)

Delegate mail servers- None

ETRN or multi-drop settings- defaults

I also use no-ip.com for web hosting and us xoops for my website I can send e-mails to users, but they can not send email too me.

Are you trying to pop your hotmail & yahoo accounts on your server or just receive emails from yahoo & hotmail users.
If you are trying to pop like RequestedDeletion said, you'll need to pay for the privilege.
If you are having problems receiving emails from hotmail & yahoo it could be you DNS settings.
Do you have an MX record pointing to you no-ip.com name?
How long have you had the server up & running and how long ago did you set the no-ip.com DNS records up?
