Monitoring individual users' connection to the internet

Is there a way to monitor individual users on the network? In particular I am interested in individual download amounts and time connected to the internet. Can quotas be placed on indiviual users for either download or time limits for the internet?

well, it might only be a small part of it all, but there is a utility called "iptraf" that I think is very usefull. It works like a trafickmonitor, so you can see at any moment which trafick is running. Its a part of the redhat 7.3 distro. No problem to install it on ehe sme server.

You can use squid to make stat using sarg.
