The easiest way is to upgrade your old box to the mitel sme6.0 as this upgrade path is fully supported, (download and create the CD and run the upgrade install). I would remove any contribs you have installed first to avoid incompatibilities with sme 6.0.
Then upgrade that box to sme6.5RC1 in the same way.
Then create a full backup using either backup to desktop if your total backup size is less than 2Gb, or with backup2ws contrib if greater than 2Gb.
Then restore that backup to the new box running 6.5RC1.
Of course this transfers all user data & ibay data & config settings to the new box as well, but you can delete and change those as required.
There are other ways to do it using LAT tools, but I think upgrade and backup/restore will be the easiest.
Alternatively if it's really only users you want (and not user data), then just re-enter then in the new box.
If you want users and user data & passwords then you will get all tangled up with password files and account information etc etc if you try to manually copy selected user folders and password files etc over to the new server.
Remember 5.6 and 6.5 are quite different beasts, thats why I think progressively upgrading will be easiest as it avoids a lot of unseen issues that you WILL have if you go straight from 5.6 to 6.5.
