Iso rebuild and bootable cd

I have been playing around with trying to open and rebuild the SME 6.0 ISO file. My env is windows 2003 and the software I am using is WINISO. I have also tried magiciso, nero, and undisker. The problem i'm having is that the repackaged file, when burned on the CD will not boot the system. I checked the existing SME ISO that does boot and it says it was made using MkISO (a linux utility). SO my question is, DO I need a linux/unix environment to create a bootable ISO image?
note: I've already made sure that the package says its bootable and has the boot image included in the ISO file when i save and burn it on the CD. Its using Joliet 9660 rockridge format with el torito boot.

In my experience, yes, it must be done in a linux environment. The installer builds a catalog of files and it must match.  It is not hard at all to do.  Look here:
