Topic: how to navigration bar?

I create a new panel and tring to integrate it into the navigation bar in the server-manager page. Even though I have enclosed all the required info for the panel group and position, the server-manager page does not recognize the new panel automatically. It is always in a 'unknown' group at the very bottom. When I go through the system, I found the reason is that the configuration file '/home/e-smith/db/navigation/navigation.en-us' was not updated automatically when I start the server-manager page. I have to run events/actions/navigation-conf manaually to update the configuration file.

Is anybody able to give me some help on this issue? My question is how to make the configuration file updated automatically when adding new panel.
