Incoming mail not coming in

Just recently i encounter this message "Your Domain does not have access to route messages to the specified domain." when i try to mail from outside domain like yahoo.com  going to our domain primary.com.ph no message receive but, mailing from our domain going outside it works fine. I also check thru www.checkdns.net the following will result :
  Domain primary.com.ph has 2 mail-servers.  
  Checking mail server (PRI=10) mail.primary.com.ph [203.131.142.14]  
  Mail server mail.primary.com.ph[203.131.142.14] answers on port 25

I wish anybody there who can suggest on what to do i would appreciate much. I'm just starting this administration stuff and new to Linux. :-?
