I propose we start a feature bounty request program.  The purposes of the system are two fold:

1.  To allow a way for supporters to request and pay for specific functions / features

2.  To allow developers to earn compensation for completing certain codings.  

The program leaders (whom we as a community have elected) can assign priorities and costs to feature requests, fixes, etc... The system should allow for parties to submit a request and after establishment of a cost / time proposal, offer to pay for that specific feature / function.  The process should be as open as possible and administration of said system would be the responsibility of the program leaders or whomever they should choose to delegate said responsibilities to.

The program leaders will also be responsible for "grading" the completed submissions and ensuring the completed work matches the desired outcome.... blah blah...

A bounty proposal was included in our new constitution.  It can be found at http://no.longer.valid/phpwiki/index.php/AdministrationFundraising

If you have any suggestions for improving this proposal, please feel free to add comments either to the wiki page or in this thread.

The leadership team will probably discuss the possibility of starting a bounty system sometime after the release of V7.  At that time, we'll solicit comments and suggestions from everyone.  It is not at the top of the priority list right now though.
