I have set the spamm filter on my 7.0 release 2 to mark spam but do not seem to be able to see it.

I accesed the mail box via the webmail and could see a box ther calle junk, which had mail in it.

How do I get SME 7.0 the deliver the spam even if it is to a spam box.

It is delivering the spam, as you have told us. It is in the junkmail folder.

You need to configureyour email client for IMAP, and you need to configure it to "Show" the junkmail folder.
