First up - there is no 4.0. There is only a 4.0 preview, and it is incomplete and not fully tested. You should only be using the 4.0 preview for evaluation, or if you are a developer, or are very adventurous.
Secondly, you should not up or down any interfaces, it should all work automatically. The Internet link is a dial-on-demand link, although continuous connection and a choice about connection timeouts will be introduced with 4.0.

If you have a dotted quad IP for the SMTPSmartHost then the link should not be triffered when email is queued.

If you have comments about the 4.0 preview then the developer mailing list is the place to put them. Otherwise perhaps you should use 3.1, or wait until 4.0 is finished.
