There is a module available that stores Windows updates on the server
I know it works with earlier versions but does it work with ver 7

Or just see here (GPL Contribs - not working section) that it has problems integrating with Apache (don't know why and what)

This is where you should be able to find details about how to do caching of windows updates although I have not tested this...
