Can I prevent connections during certain time of day and days? If this is possible, can you point me to documentation or websites.

Yes, you can do that using the "restrict" feature of diald.
See /usr/doc/diald*, and http://www.e-smith.org/custom/ for information on making custom changes to the e-smith server/gateway.
