i have installed SME Server version 7.0 and configure it, now i can send email, but i still can't get receive email, how to set up SMTP and POP3 in SME server version 7.0

First do you have an internet domain name? Otherwise you won't be able to receive any mails from outside your network.
Are you sending mail through a mail client (i.e. Outlook Express) or webmail?
If you use a mail client, configure it to use the same pop3 server as smtp (you said you are able to send mails).

SME seems to be able to send mail despite setup errors, but retreiving mail requires a proper login at the desired email server, PLUS telling your domain registrar which mail server you want your mail delivered to.  

IF you've changed servers, you may have to change  your domain information as well as change your email client settings
