Does the current version of 4.0 support the "treat outside ip address as internal" option, allowing for external ftp access from a specified ip address? How far away is the final release of 4.0? Days or Weeks?

Yes, the 4.0 beta does allow you to specify additional networks
which will be given the same ftp access as the internal network.
